Delegates of the 2012 Continental Congress petitioned government to stop the erosion of civil liberties. The U.S. government rejected it.

Will of the People is given the duty to compel government to honor the U.S. Constitution. That process is George Washington's Federal Recall election, Thomas Jefferson's Lien on the full faith and credit of the United States, John Adam's Annulment of a Presidency (Debtor's Levy) that imposes Impeachment of all 3 branches and redelegating federal authority to powers of the people subject to the Constitution and the Declaration of Independence (removal of grievances and equitable acts). Amendments to the Constitution presented here ensures additional balance.

Here are prior attempts at resolutions holding the United States accountable for the restoration of civil liberties following broad overreach. While the legalities of "fourth branch consent powers"* are perhaps untested in general practice and definition and after an obstructed federal recall and failed lien are untried in a court of law, the attempt is noteworthy and included as part of future discussion and historical documentation.
